PERFORMING ARTS CENTRE – Federal fund kicks in $7 million toward costs

Kamloops will receive $7 million in federal funding for the lobby, cafe and gallery in the new Kamloops Centre for the Arts.
The money comes from the 2025 Strategic Priorities Fund administered by the Union of B.C. Municipalities. It’s part of the federally funded Build Communities Strong Fund.
In a news release today (July 30, 2026) the City said the grant represents the largest contribution available to municipalities under the 2025 intake.
“The success of this grant application shows that Build Kamloops is gaining momentum and attracting significant external investment,” said Dave Hallinan, the City’s corporate services director.
“Receiving the maximum contribution available through this program is a powerful endorsement of the Kamloops Centre for the Arts and its value to our community. Every grant dollar secured reduces reliance on local funding sources and supports the fiscally responsible delivery of a community facility that will benefit residents for generations.”
Federal infrastructure minister Gregor Robertson said, “For local governments across British Columbia, the right investment can support housing, foster connection and build strong communities.”
Borrowing for up to $140 million was approved through an alternative approval process, although the final cost is expected to reach about $211 million.

The more I think about it the more I think that this futuristic, state of the art building could have not been built in a worse location and under the guidance of someone whose performance in urbanism has been nothing short of disappointing on the whole. The Sagebrush is better located in a relatively prettier part of the city!

I think that fairness decreed that either the PAC or multiplex should have been located on the North Shore. I was very surprised to see the NSBIA approving both project locations without a murmur.
Instead of one arena multiplex on the outskirts of town, I believe that Build Kamloops should have entertained other options, like two rinks in the Memorial Arena/curling club site, an additional rink at McArthur Island, and maybe a partnership with TRU to build one on campus. This would allow for way more parking area and accessibility. It would also not encroach on Kenna Cartwright parking and trails, which the current multiplex plans call for.
As for the PAC site, I agree–it’s squished into an area that’s too small for it and for parking. I would rather have seen the outdoor skating rink located there–would have revitalized downtown–been great for restaurants and businesses.
I hope the next council is not as profligate with tax dollars. Tearing down the current RCMP building, which is only about 35 years old, seems crazy to me. Why not add to it and to the North Shore office instead?
