EDITORIAL – Coun. Bill Sarai must apologize, then he must resign

THE CLOCK IS TICKING for Coun. Bill Sarai. Since the revelations late last week about his role in surreptitiously recording a heated conversation with Mayor Reid Hamer-Jackson, he has not formally apologized.

He must do that now, immediately and unequivocally. He must apologize to the mayor, and to the public. Then he must resign.

There’s no regular City council meeting scheduled this week, but it’s expected a special meeting will be called Tuesday to discuss the Sarai affair. That meeting may simply refer the matter to a closed session but this is a situation that deserves public airing.

If council decides to kick the can to a Code of Conduct or some other investigation, it would be a big waste of time and money. There’s no need to spend $60,000 or so on another study. The money would be better spent on a byelection.

Attaching an apology to his resignation is the right thing for Sarai to do. That an apology is in order, there is no doubt. When Coun. Stephen Karpuk mistakenly blamed the mayor in June 2023 for making an inappropriate fart joke at a public event, he very quickly retracted and apologized for his humiliating faux pas when made aware of the facts.

There’s little doubt about what the public thinks. In short order, a change.org petition has gathered — at this writing — close to 800 signatures calling for Sarai’s resignation. That’s significant, and it’s growing. And social media forums are abuzz with comments.

The petition contends that Sarai breached both the Community Charter and his Oath of Office. Those documents, and the City’s Code of Conduct, are indeed all relevant to the situation.

In the context of this unfortunate circumstance, references will undoubtedly be made to the mayor’s behaviour. He is, after all, himself the subject of resignation demands. But the Sarai affair must be dealt with according to its own circumstances and effects.

As for the fact the mayor is responsible for a recording of his own — a conversation he had with CAO David Trawin — which was made by his wife while they were driving, the two situations simply aren’t the same. The conversation was not at all confrontational, and the mayor announced it at a public council meeting.

What effect Sarai’s recording might have had on various investigations into the mayor’s conduct is open to speculation. One certainly wonders if the Braun investigation, for example, might have come to more nuanced conclusions had the tape been part of the consideration. Instead, the Braun report placed all the responsibility for correcting course on Hamer-Jackson, and emboldened councillors to enter a new, confrontational phase with the mayor.

Now, Council must handle the Sarai tape with all the seriousness it deserves. (In a twist of timing, Sarai is the deputy mayor for December.) But it’s up to Sarai to do the proper thing, and disqualify himself from office.

  1. time to prop up the next generation Mel. Others writers in town were days ahead of you on this, and have had the guts to be hard in this fight for years. Using the same facebook platform you just did to put this up. Be a mentor and support.

This organization team that uses this device also includes over 200 journalists worldwide, working with over 70 media partners, including big names such as the New York Times, The Guardian, and Der Spiegel. Now tell me about neutrality and objective reporting here.  

        Or maybe just look up Panama Papers the expose by real journalists of millions of documents which show heads of state, criminals and celebrities using secret hideaways in tax havens. Ramón Fonseca Mora founder of the agency that created tax havens died while in hospital. Lots of people seem to die all of a sudden, they even get shot at.

    • Who are the next generation of journalists you speak of? You’ve spent the last couple months criticizing all local media, last week it was Potestio, the week before it was Kristen Holliday and Castanet as a whole. Last month it was Arjun Singh and his Kamloops Chronicle newspaper, before that it was the entire NL newsroom, during the lead up to the PAC it was Levi Landry, who haven’t you criticized, who’s left?

        The purpose of journalism is to disseminate a rigorously objective documentation of what happens in the community, province and the wider world, without inserting the journalists’ or any institution’s biases, leaving the reader to form their conclusions from verifiable facts on the events about which they are reading and writing.

        Sometimes I agree with Mel but more than not I question his take on many issues and we have been at it for as long as I can remember usually over editorializing and providing politicized and what I know were misleading reports. He always published my rebuttal.

        Mel knows that Mainstream Media has lost over 60% of its readership and advertising revenue. Mr. Marshal or it might be Mrs. Marshall knows that writing by Potestio, Kristen Holliday, Arjun Singh, and NL newsroom does not reflect neutrality, and objectivity where in their articles old habits vintage propaganda techniques never truly die.

    • Mel has been at the forefront of neutral and probing journalism regarding antics at city hall since this current clown council was sworn in.

      As for the next generation: I’m sure Mel would be happy to mentor a young person starting up a political blog but where are these “young people”?

      Do you mean the younger writers with the local mainstream media who until now have consistently taken every word from city hall as gospel?

      • The writer himself is indeed one of those young(ish) people who is attempting to start up his own local political blog. As the 3rd member of the Kruger family to insert himself into local politics, I’d say he’s off to a bit of inauspicious start.

  3. I’m more curious about other implications revealing Sarai’s antics have wrought…

    His recording was done before the Honchruck and Braun report was written. The cause of having these investigations in the first place is because of people like Sarai trying to dig up dirt on Reid Hamer-Jackson to shut him out to control him or to get rid of him completely. Something other Councillors, Staff members, and other parties of influence have been trying to do since RHJ was elected.

    But if the mere existence of the tape proves that these entities have been working against RHJ all along. Then what purpose do these reports serve if they too were done with malice?

    “Fruit of the poisonous tree” as it were. If the Council is justified using/abusing the information on these reports written with malice intent, into controlling RHJ. Then perhaps reinstating RHJ to full power is the right thing to do, along with Sarai resigning.

    Then again, there are more fingerprints on those reports, than just Sarai’s… So maybe it’s time to put the entire Council and Senior staff under a microscope and see how far this rabbit hole goes…

    • Since exposure of Sarai’s lies has toppled one pillar allowing the councillors to sanction the mayor, maybe they’ll now be more open to what the mayor has about the other pillar and finally allow him to share the Trawin email he’s been trying to read out at council meetings, only to have all the councillors walk out each time.

  4. I hope the (Bill Sarai) has the decency to both resign and to not do it in a way that triggers a by-election. We’d honestly be way better off not having a by-election right now than people realize, that’s the worst thing that could happen. These are emotionally charged times but this willy nilly losing ours minds during a by election is gonna bring zero benefit to any of us in anyway. Let the (Bill Sarai) stay out his term, he’s already beaten, already a meme, already a public pariah.

    • I also want to point out it would be wonderful for the (Bill Sarai) to have to sit beside His Worship, Mayor R. Hamer-Jackson, every week, with everyone seeing the (Bill Sarai) smugness start to cool off in his pants and get tacky. This is the best thing the (Bill Sarai) has every done for the city.

    • If Sarai resigns there will have to be a by-election. The only time one doesn’t have to be held is if it happens in a municipal election year. There’s also the fact that a city council can’t operate with an even number on council as there’d be no way to decide the vote if votes were split 4/4.

      • Thanks for remembering the details Bronwen. I couldn’t remember if it was 6 months, 18, could be voted as not needed…last time this happened I think was that Sadie lady trying to run for MLA a lifetime ago.

    I feel that performance reviews on how well the city is managed must be done. As far as I can remember we have never done a performance review of the management team or the council, who are the board of directors. Consequently, poor council and management decisions or lack of proven verifiable cost-effective decisions and conflict of interest over time have been costly to the taxpayer.

  6. Bill’s latest issues must be addressed – yes. But they are just another symptom of a greater disease. How many legal suits are underway now against different members 4,5,6??? How many official complaints have been filed? How many leaks to media have we heard about? Our city council works within a culture of mistrust and dishonesty and it is being fostered by the only group that council never seems to question or speak against…. the executive level of our city’s administration. Anyone with skates knows that firing the coach doesn’t always work – sometimes new management is required. We’ve all worked under and over others…. so we all know very well that until there is a working space of inclusion, engagement with stakeholders, respect, open dialogue, integrity, encouragement and support,, we shouldn’t expect any improvement.

  7. Can we please have a two for one apology and resignation? Both Mr. Sarai and Mr. Hamer-Jackson should step down because both people demonstrate a lack of ability to communicate and conduct themselves appropriately in leadership positions.

  8. If we continue the pattern we have seen by council, someone in the employ of the city will pardon Bill Sarai and blame Reid because it is Monday. A large pay cut might be good for more than one of these managers. The post office could also use a pay adjustment for their managers who won’t do their job and negotiate with people who have had their pay cut.

  10. Sarai is not the only one who need to seriously apologize. While RHJ may have some flaws all kind of nonsensical vitriol has been written against him by the local media and other fairly relevant local personalities. The chain of events triggered by Sarai’s absurd behaviour has been unnecessarily costly in monetary terms and absolutely unacceptable from a human’s perspective.
    And I don’t think a by-election is necessary to fill an uberly redundant position during this council’s mandate.
