EDITORIAL – Deputy mayors now pretending to be the real mayor

IT’S BEEN FIVE MONTHS since councillors removed Mayor Reid Hamer-Jackson as the official spokesperson for the City. Not only did they do that, but they sent letters “to all levels of government, applicable government agencies, and applicable community partners, including the City’s Business Improvement Associations and the Chamber of Commerce, advising that the Mayor does not speak on behalf of Council or the City of Kamloops and that official communications should be directed to the Deputy Mayor and Council.”

The result of this decision has been a dramatic increase in the powers of the deputy mayor that was never historically contemplated for the position. As I’ve written several times before, the deputy mayor (previously known as the “acting” mayor) was supposed to be available to sign documents or attend public events when the mayor was away.

Since May, deputy mayors now not only show up at all public ceremonies as the official representative of the City, but also have taken on the responsibility of answering emails directed to the mayor’s office and assuming mayoral meeting appointments. Hamer-Jackson doesn’t even have the regular services of his executive assistant anymore.

In effect, the councillors succeeded in a coup, a seizure of power. The mayor is left out of the picture. His main job now seems to be chairing council meetings, and even that has been wrestled from him on a number of occasions.

The extreme to which it’s gone was not-so-subtly demonstrated in the wake of the fire that destroyed the Red Bridge. It was a major event that called for reassurance from City Hall that the situation was being properly handled by elected officials.

Early on the morning of the fire, the mayor went to the scene and assessed what was going on. He was here, doing the job he was elected to do.

And yet, there followed the bizarre rush by deputy mayor Stephen Karpuk and deputy CAO Byron McCorkell to return from Vancouver where they’d been attending the annual UBCM convention.

Why? Neither was needed. Karpuk went far beyond his “official spokesperson” role and, in effect, took over the actual job of the mayor during these past few days. He has no business doing that.

Sadly, local media by and large bought into it, acting as though Karpuk was, indeed, the mayor.

As for McCorkell, he certainly needs to be apprised of occurrences such as a historic bridge falling down but it was hardly an emergency that required his instant presence. All the people who needed to be here in the hours after the bridge was torched were here: Fire chief Ken Uzeloc, acting civic operations director Joe Luison, RCMP spokesperson Cpl. Crystal Evelyn, plus key provincial personnel from the transportation and environment ministries.

And the mayor.

Hamer-Jackson still has a job to do; let him do it. No matter what anyone thinks of how he handles that job, or of the general messed-up situation at City Hall, what has happened this week is simply wrong.

  1. The councillors mutinied.

    Imo, the councillors are breaking the law because they have taken away mayoral powers mandated by the Community Charter. There’s nothing in the Community Charter allowing this.

    Yes, the Council Code of Conduct allows for sanctions, but the CCC is so vague as to “crimes” and corresponding sanctions that the councillors have apparently taken the most draconian tack. This, after publicly denouncing the mayor, which is not allowed by the CCC, at their March 17/23 mediafest.

    And writing to other communities was completely unnecessary, since the City Hall pundits are intercepting the mayor’s mail anyway. It was done to embarrass him.

    Shame on all, councillors and administrators, at City Hall for orchestrating this cheap playground drama.

  2. It is to embarrassing to say I live in Kamloops. City Councillors are a gang of high school teens that never grew up. Its time to go…The Gang of 8, yes every single one of them!

  3. Karpuk always seems to be super duper eager to fight with Reid, he’s certainly in my top three most disliked at city hall.

  5. Picture Batman and Robin making a flying approach to Gotham City in the Batmobile. Did the citizens of Kamloops breathe a sigh of relief when McCorkell and Karpuk were seen coming downhill from the brake check on the Coquihalla the morning of the fire?

    We can only imagine what the sense of self-importance has done to them.

    I find that what this “council” is doing so spineless and degrading to the people of Kamloops as they were elected to be councilors and NOT MAYORS. When the Mayor took away some of the responsibly from Mr. McCorkell this council screamed bloody blue murder and got them back for him.

    I am wondering if the citizens of Kamloops are happy with this or are they P.O. as I am, as this council has made Kamloops the laughing stock. We ” the citizens ” elected the mayor to do the job that he put forward when elected and yes he is a used car salesman and not a politician; we have had Flying Phil Gaglardi a Pentecostal preacher and politician, Elder Cliff Blanchflower from LDS Church, Dr. Terry Lake a large animal vet, and politicians Ken Christian and Peter Milobar, Peter Wing the first person of Chinese descant; so as you can see a very diverse group of people at the helm but this council is nothing but bullies as the Mayor won’t cot tow to their BS; so LETS HAVE A COUP. There has to be a way to get rid of these freeloaders before the next civic election

    I too, look forward to the next civic election in Kamloops. What with the blatent conflicts of interest of some of the councillors combined with the hijacking of the mayor’s chair its time for a do-over.

  9. Couldn’t agree more! The arrogance of Karpuk, his fellow councillors and some of the city administration is unbelievable! Mayor Hamer-Jackson was here in Kamloops as were the others who needed to be at the site of the fire.

    I look forward to the next civic election when the oh-so self important city councillors find out that not every Kamloopsian supports their actions. They are indeed dispensible!
