CITY COUNCIL – Carshare potential to be examined for non-owners of vehicles

City staff will look into the possibility of establishing carshare services in Kamloops after council approved a motion from Coun. Nancy Bepple Tuesday (March 24, 2026).

Bepple’s motion, submitted on notice at the last council meeting, aims in part at creating criteria for reducing off-street parking requirements in multi-family developments that provide access to carshare vehicles.

She also wants to provide free on-street parking for carshare vehicles and designate carshare spaces in public lots and curbside areas.

“Car share is one way to make Kamloops a more livable space,” Bepple told the council, explaining that the difference between rideshare, such as Uber, and carshare is that with carshare, people drive themselves.

She said she knows people who don’t own a car but sometimes need one for longer periods of time than is available through rideshare.

    The D. Cavers idea to have a car share is back! Now is the N. Bepple one. Although…why not improve the existing public transportation systems to make it safe, reliable and convenient? We certainly don’t need any more “objects” cluttering our roads even more.

    How did we end up with a council that gives developers all kinds of tax breaks and incentives while cranking up taxes and liabilities for the rate payer. This is while the mayor is being shunned for wanting to look at the issue. Imagine the giveaways if if a developer becomes mayor

    Council seems to often stray from its purview. Car rentals already exist for people needing a car for out-of-town trips or longer periods of time. Taxis and Ubers exist for shorter in-town trips.

    Why should Bepple and co. spend time on the taxpayer’s dime setting up competition for these companies?

    If car share is viable in Kamloops, an entrepreneur will provide it. Then council can talk about dedicated parking spots, etc.

    It would be good if, for now, council could concentrate on working with BC Transit to make the bus system more responsive, to make bus stops safer, and to explore ways to reduce costs, such as having smaller vehicles used for lightly used routes.
