CITY HALL – Mayor Reid Hamer-Jackson removed as spokesperson for City

Kamloops City councillors are shortening the leash on Mayor Reid Hamer-Jackson even more by removing him as the official spokesperson for the City.

In a news release issued today (Wednesday, May 29, 2024) as a “City of Kamloops News Release” over the contact name of Coun. Kelly Hall, they revealed actions taken at a May 14 closed meeting based on the recent report from provincial advisor Henry Braun.

Following is the full text of today’s news release, and their resolutions. The release is headlined:

City Council Taking Action in Response to Provincial Advisor Henry Braun’s Report

The primary focus of City Council is to effectively govern our city and deliver services to our residents. In light of the findings outlined by Provincial Advisor Henry Braun at the May 7, 2024, Committee of the Whole meeting, Kamloops City Council has resolved to take decisive action to reinforce accountability standards and protect the interests of the residents of Kamloops and the municipal corporation.

In face of challenges, our Council remains confident in our ability to govern effectively and lead our city forward. These measures signify Council’s resolve to maintain trust and transparency in our leadership. We will move forward with confidence and continue to put the interests of the community ahead of our own, knowing our actions will reinforce ethical governance.

Council Resolutions from the May 14, 2024, Closed Council Meeting

PURSUANT TO MINISTERIAL ADVISOR HENRY BRAUN’S REPORT, including his
findings and recommendations that:

“The Mayor has not exhibited a clear understanding of his role and its limitation – as
evidenced by interactions with Council, staff and the community.”
(Top Challenge No. 11 – Misinterpretation of Roles, at page 10);

“…the Mayor has dismissed suggestions or opinions that do not align with his views.
(Top Challenge No. 1 – Resistance to Accept Responsibility or Feedback, at page 9);

“Absent significant change in how the Mayor interacts with others, I’m not optimistic that
there will be any improvement during the remainder of this term.”
(Final Observations, at page 14);

“During [Municipal Advisor Braun’s] interactions in-person or electronically, [he] often
suggested a way to ‘build bridges’ or do things differently (Chamber Speech as an
example)…[Municipal Advisor Braun] did not observe that [Mayor Hamer-Jackson] was
interested in [Municipal Advisor Braun’s] feedback or perspective.”

“…the Mayor demonstrated a concerning discrepancy between his private admissions
and public statements.”
(Top Challenge No. 7 – Inconsistent Statements on Receipt of Important Documents, at page 9);

“The Mayor’s actions and statements suggest a significant underestimation of the
implications of his behaviour, including potential legal and reputational damage to the
council and the city.”
(Top Challenge No. 5 – Lack of Awareness of Potential Consequences, at page 9);

“The Mayor should be seeking the advice of staff and ask questions if he doesn’t
understand the content of emails and written communications. It does not appear that
the Mayor looks to staff or Council for advice or guidance.
(Top Challenge No. 8 – Understanding of Written Correspondence, at page 10);

“[Ministerial Advisor Braun has] observed that the Mayor does not understand policies
and legislation regarding declaration of conflicts.”
(Top Challenge No. 12 – Conflicts of Interest, at page 10);

AND IN LIGHT OF Mayor Hamer-Jackson’s past failure or refusal to execute municipal
corporation instruments and records: (1) as directed by Council; (2) as requested by staff; (3) in
a timely manner; and/or (4) despite his apparent personal interest in the subject-matter of the
instruments and records;

AND IN LIGHT OF Mayor Hamer-Jackson’s past failure or refusal to reflect the will of Council in
accordance with section 116(2)(g) of the Community Charter;

AND IN LIGHT OF Mayor Hamer-Jackson’s past failure or refusal to carry out other duties on
behalf of Council, such as attending ceremonies and meetings of other bodies in a manner
befitting a representative of Council and of the City of Kamloops;

Council directs as follows, subject always to applicable laws:

i) whenever Mayor Hamer-Jackson has, within forty-eight hours of being asked to
execute municipal instruments and records, neglected, or refused to do so, he
shall be deemed “absent or unable to act” within the meaning of section 9.1(a) of
the Council Procedure Bylaw No. 59 and subsection 130(3) of the Community
Charter, whereupon the Deputy Mayor for the month in question is authorized to
execute such municipal instruments and records;

ii) Mayor Hamer-Jackson has repeatedly demonstrated that he is not willing to
reflect the will of Council in accordance with his statutory and common law
obligations, and as a result, the member of Council who assumes the role of
Deputy Mayor for the month in question is the official spokesperson for Council
and for the municipal corporation for that month;

PURSUANT TO MINISTERIAL ADVISOR HENRY BRAUN’S REPORT, including his
findings and recommendations that:

“To find a way forward has been much more difficult than [Ministrerial Advisor Braun]
envisaged at the onset. [He] found that when asked a specific question, the Mayor has a
tendency to shift the focus/discussion away from the question…[the Mayor] avoids
taking responsibility for his own actions or inaction, while expressing his opinions on a
completely different topic.

“[The Mayor should] dedicate sufficient time to comprehend written communications,
reports and official documents, which will allow well-informed decisions.
(Mayor Recommendation No. 2 – Expertise and Context – Improve Understanding of Official Documents, at page 11);

“The Mayor’s actions and statements suggest a significant underestimation of the
implications of his behaviour, including potential legal and reputational damage to the
council and the city.”

“The Mayor has made a number of public statements and allegations, particularly in
media interviews, that could be harmful and potentially legally damaging to the City.”
(Top Challenge No. 13 – Statements to the Public, at page 10);

Council directs the Deputy Mayor, as designated from month to month, to deliver letters to all levels of government, applicable governmental agencies, and applicable
community partners, including the City’s Business Improvement Associations and the
Chamber of Commerce, advising that the Mayor does not speak on behalf of Council or
the City of Kamloops and that official communications should be directed to the Deputy Mayor and Council;

    My question is not if our Mayor is at fault here.
    I am deeply concerned that a council can effectively have a duly elected Mayor removed from office without any referendum or vote from the people who elected that Mayor and Council in the first place. 😡😡😡

      Other than all the restrictions placed on him by council and staff, the mayor retains his elected position.

    To only tell half truth is worse than telling any of it at all. In every sentence the council attack the mayor but avoid Braun’s criticism of their own actions… There is no mention of the whistleblower and the confidentiality reports which were exposes to attack the mayor. They follow in the footsteps of Braun who also ignored the leaked material. Are these not lies by omission which attempt to make the mayor disappear. By this form of dialogue, the council exposes themselves and the people of Kamloops to contempt and ridicule.

    “A Kamloops councillor would like to see whether any land in the Agricultural Land Reserve can be released in order to build more homes.” Good for Jackson for not signing this. Kamloops with a population of 106,664 is spread over 299.3 sq km with 328.6. persons per sq Km.  Kelowna on the other hand has a population of 180,000 spread over 211.8 sq Km with 554 persons per sq Km while Vancouver has a population of 675,218 spread over 115 sq Km with   5,249 persons per sq Km

     Urban sprawl has been correlated with increased energy use, pollution, and traffic congestion and a decline in community distinctiveness and cohesiveness. In addition, by increasing the physical and environmental ‘footprints’ of urban areas, the phenomenon leads to the destruction of wildlife habitat and to the fragmentation of remaining natural areas. Kamloops, due to topography and urban density, has taxes that are higher than Kelowna and Vernon. School costs, bussing, snow removal, and construction of utilities are more costly in Kamloops due to urban sprawl and hilly topography.

    Council did not write these restrictions, in fact I question how much input they even had in developing them. In my view this is clearly an administration led coup d’état attempting to seize control. Council have become puppets who are having their strings pulled, the language used to seize authority is full of legal jargon and professional bureaucratic speak which none of council have the abilities to write much less understand, particularly the crudely spoken hot tempered men on council. I’m sure much of this was outsourced to a lawyer(s) to provide input if not write in its entirety. Puppets are rubber stamping the masters wishes and democracy is circling the drain.

      Yes, Mac, it’s likely the case.

      One of the guys stumbled around and could not properly source a “fart joke” so that should tell us something.

      “Fartgate” is not a good thing to have listed on the platform for his next run for office.

      • Sadly, Coun. Karpuk did not learn a lesson from that incident, for which he had to apologize. Soon after, he repeatedly and publicly chastised the mayor for not signing a document, rudely brushing aside the mayor’s defense that he hadn’t seen that document. City admin later found the document on Karpuk’s desk. No apology tendered. The man lacks decorum and doesn’t do his research before he accuses. Not good council material, imo.

    Gary and I put on a few kilometres carrying our home-made signs yesterday morning. We had 10 or 12 people stop to tell us they supported the message we had as well as the courage to be in public to do so. A few people blew the horn in their vehicle as they drove by.

    The gang is living in a dream world and the bubble is about to burst. Pride precedes a fall. And another saying is that there will be weeping and gnashing of teeth.

    My Dad and Uncles were not World War 2 veterans to have a son or nephew stand glibly by while a bunch like this makes a mockery of democracy.

    What gives this council the authority to do this? So now we have a mayor in name only. We have 8 bullies running the show who appear to feel no responsibility to the voters. I ask again how is this gong show allowed to continue? A line from a movie comes to mind – “I’m mad as hell and am not going to take it anymore!” It appears that democracy has died here in The Loops. I believe it is time to start writing to the powers that be in Victoria and demand an end to this debacle by removing all 9 and hold an election. We cannot afford another 2 plus years of this!

    Unbelievable! As a counter to the bafflegab and uber-cancel culture expressed by the policy drones in bureaucracy and mid wits in civic elected office I would argue that it is they who are bringing the city into disrepute.

    Council’s utter shamelessness in executing this document defines hubris. I have never met or spoken to the mayor but voted for him based on personal knowledge of his low-wattage rivals and their go along to get along attitudes. I’d seen enough of that from his two-term predecessor, career bureaucrat, go along to get along, borrow and spend torch bearer.

    I lack the wisdom of Solomon to definitively resolve the many outstanding conflicts, but common sense and courtesy would seem to dictate that when you find yourself in hole, a good first step in getting out of it is to stop digging.
