CITY HALL – Mayor, councillors clash again as he’s removed as chair of meeting

Mayor Reid Hamer-Jackson was removed as chair of today’s Kamloops City council meeting during a raucous conclusion to the session that included a brief walkout by councillors.

Three hours into an otherwise uneventful meeting (the first under a new morning schedule), Hamer-Jackson began his mayor’s report and things soon started falling apart.

His comments began benignly enough with a reference to last week’s report from provincially appointed advisor Henry Braun as well as to his own intentions.

Hamer-Jackson said he plans to remain as mayor and to continue to pursue the goals of community safety and accountability that he ran on in the 2022 election. “… If I have offended anyone during my time in office to date it was not my intention,” he said, adding he’ll take some time to digest the Braun report and will make further comments later.

In the meantime, he said, he’ll continue to ask questions. It was about then that things went off the rails when he mentioned — as he’s done several times in recent weeks — an allegation against him that he threatened to fire CAO David Trawin. The mayor denies that allegation and points to an email or text from Trawin he says confirms it didn’t happen.

Coun. Karpuk raised a point of order and “challenged the chair” to boot, a rules-of-order provision under which a ruling of the chair can be challenged by councillors. In an unusual addendum, Karpuk demanded Hamer-Jackson be removed as chair of the meeting, then called a vote on it himself.

Councillors concurred, and Deputy Mayor Kelly Hall took over as chair for the rest of the meeting. But when it came Karpuk’s turn under councillors’ reports, he cited the section of the Community Charter under which a member can challenge the chair, saying he was “not really happy I had to do it.”

Neither were some members of the public gallery, who began noisily objecting to what had happened. There were calls from staff to turn off the microphones and the eight councillors walked out. Hamer-Jackson and staff members remained in chambers.

Two minutes later the councillors were back but it didn’t end there. When Hall asked for approval of a motion to move in camera as per the agenda, Hamer-Jackson wanted to know if the closed-door meeting involved him.

Once again he was interrupted by councillors saying details of a closed-door agenda couldn’t be discussed in public.

And thus ended another eventful meeting of the Kamloops City council.

    I would like to see the flag wavers in Valleyview exercise their democratic right to attend council meetings. They should be informed of their democratic right to do so and refer to the publicly advertised city of Kamloops web posting for the schedule.

    It’s important that citizens are able to engage in the democratic process. Only when citizens engage in democracy will things change.

  2. It is just fluffy Karpuk trying to come across as if he read the charter but likely he was fed some lines by the McCorkell apparatus about some weightless procedural wrangling. Unbelievably silly and I applaud the mayor for staying put.

    Mel, can you help some of us out on this one; about conflict of interest or perceived conflict of interest?

    You were Mayor and maybe you remember the rules, guidelines etc.  His Worship Mayor Hamer-Jackson seems to often raise the point about “conflict of interest” and it would be nice to clear the air.

    So, with Councillor Karpuk; is his wife in the Finance Department at the City?

    So, with Councillor Sarai; is his son a Community Services Officer?

    So, with Councillor Middleton; does she have a couple of family members employed by the City?

    So, with Councillor O’Reilly, is his wife in the Planning and Development Department at the City?  

    There is a Mike O’Reilly who is the CAO of Comet Industries which according to my understanding, is in land development.  According to their web site, numerous light industrial lots were rezoned in the Iron Mask area. The projected value over the life of the project is $150,000,000 (2020 dollars)

    If Mayor Hamer-Jackson has been concerned about “conflict of interest”, then one might think that should be covered in the recent report by Henry Braun.

    Your thoughts, Mel, if you could.  Do you think Henry Braun would have looked at such an important issue which has been such a concern with Mayor Hamer-Jackson?

    There is an unnecessary personal dramas or agenda by the 8 which always seem to block productivity. An allegation against the mayor that he threatened to fire CAO David Trawin has no merit to be private and it seems to me keeping it private only serves the interest of the council member who made the motion  to keep it private.

    We know that this Council, is a microcosm of life in general, where you can encounter every human foible, you’ll see on a reality TV show. We all tune in for the next episode of Hammer the, mayor.

    A dysfunctional council will make poor decisions, or no decisions at all.

      I don’t know of any association between the Mayor and those individuals. But I would love for them to visit council chambers. I think that’s a fantastic idea. I may suggest that to them. Plant a little bug in their ear. There’s some individuals restricting freedoms down at council chambers.

  5. So does this mean the flag waving, bumper stickered, Tranquille overpass and Valleyview Frontage waving convoy crowd is going to start showing up in chambers to January 6, red hat up the place? I best make some popcorn.

    I think council should brace for further in-person discord, in addition to further souring of approval from the citizenry. When council is actively blocking the Mayor of this town from performing his role, it’s only going to increase the vitriol. The Mayor’s supporters are going to start showing up in bigger numbers. Council meetings will be the new UFC main event.

    I always thought it was an honour and privilege to be elected to any council. I’m ashamed, embarrassed and appalled that these people are our representatives. What a waste of time and taxpayer money! We’re the laughing stock of our province. Get your act together or step down and never be allowed to run for any position that taxpayers fund. You are all acting immature and are unable to abide by the code of conduct for meetings.
