ROTHENBURGER – Provincial advisor has made things worse, not better

‘THE PURPOSE of advisors appointed by the provincial government to review dysfunctional City councils is to offer ideas on how to make things better. Unfortunately, the report delivered by former Abbotsford mayor Henry Braun today (May 7, 2024) has made it even harder for the Kamloops council to get past the feud between Mayor Reid Hamer-Jackson and the eight councillors.

How? By handing the councillors a perfect opportunity to demand the mayor resign, and they took quick advantage.

Here’s how Braun did it.

Top to bottom, his report was an indictment of the mayor, without recognizing that every argument requires two parties to be in the fight. In this case, it’s the mayor and council.

Certainly, a lot of what Braun said was on the money. The mayor, he said, is reluctant to “change behaviour or admit error.”

Hamer-Jackson, said Braun, has trouble letting go of perceived slights from the past. The mayor was cooperative during his review but showed no inclination to accept responsibility for the problems that have beset the council, he said.

Braun also said the mayor has difficulty understanding official documents and the rules of confidentiality, lacks a clear understanding of his role, doesn’t communicate well with others in City Hall, and exhibits “contempt for authority structures.”

(While criticizing the mayor’s communications deficiencies, the report recommends keeping the restrictions on who he can communicate with at City Hall. How is he supposed to improve his communications if he’s not allowed to communicate?)

All of that is well-known in the city. Hamer-Jackson came to the role as a neophyte ignorant of the politics of City Hall and how it’s played. He has never quite understood that, while the mayor is the leader, the leader needs at least four other council members to agree before anything can get done.

Hamer-Jackson listens, but from what his friends have said, seldom takes the advice of others when it’s offered. He believes others need to change, not him. He firmly thinks he has nothing to apologize for.

It’s also true he belabours those perceived slights. When he feels he’s been wronged, he doesn’t forgive and forget.

But Braun is off-base in some of what he said, including his observation that Hamer-Jackson “has a tendency to shift the focus of discussion” when questioned. While that is true, the remark shows how little Braun got to know him over the past few months. Otherwise, he’d understand that it’s simply part of the way Hamer-Jackson’s brain works — he starts on one thought and quickly switches to other things he thinks are relevant but simply muddy his answers.

So Braun listed 16 challenges, plus 10 things for the mayor to work on and 13 for council as a whole — the mayor and councillors together. Note, no recommendations for the eight councillors to work on improving on their own.

In other words, no accountability from councillors — only a brief mention of “minor contributions” by councillors to the discord. No mention of the blatant disrespect and purposeful confrontation aimed at the mayor, so evident at council meetings. No concern about leaks that clearly have not come from the mayor. Nothing about investigations so readily called for to investigate the mayor, and the release of information when it conveniently puts the mayor in a bad light. Nor about what has become a standing joke that anything the mayor proposes is pretty much automatically doomed to fail by a 1-8 vote.

No suggestion that calling a press conference to blast the mayor, or excluding him from photo ops, might not be a good way to mend fences. Or the silliness of the attempt by senior administrators to keep the mayor out of his office after hours.

None of that. Instead, the councillors got exactly what they wanted to justify their own behaviour. As Coun. Mike O’Reilly tellingly commented, the report is “exactly what I was looking for.”

The public rudeness aimed at the mayor was evident even at this meeting, with the usual snarkiness from some councillors. When Hamer-Jackson tried — in a clear point of privilege — to explain an apparent discrepancy in dates relating to his receipt of the famous Integrity Group report, he was cut off.

In short, the Braun report lets councillors off the hook. It shows, according to Coun Katie Neustaeter, that the council itself is not dysfunctional — the only dysfunctional one, she declared, is sitting in the mayor’s chair. So, no owning of anything by councillors.

The crowning touch was when Coun. Margot Middleton presented a motion that the committee of the whole meeting “call on the mayor of Kamloops, Reid Hamer-Jackson, to resign his position immediately.”

The vote was, you guessed it, 8-1 in favour. The motion will have to come forward to a regular council meeting to become official. It has no force in law and Hamer-Jackson already says he has no intention of resigning.

So what does this motion accomplish? It ensures that there will be not even a glimmer of hope of a truce. How can a mayor and councillors ever work towards common ground when one side has publicly called for the resignation of the other? They can’t.

Middleton’s motion was made possible by the one-sided report written by Braun. He says he was surprised by the motion, a fact that reveals a serious misunderstanding of the dynamics of what’s going on at Kamloops City Hall.

To put it bluntly, his report is a failure. It points out much about the mayor that is worthy of criticism but ignores the councillors’ very substantial contribution to the dysfunction. If Hamer-Jackson doesn’t carefully think about what the report says, it’s on him. Sadly, though, the report provides no motivation for councillors to change anything about how they act.

One more note on this saga. Braun proposes that City council give itself a retroactive raise. Why? Increased workload. He includes in that broad assessment — deputy mayors.

As a former mayor, Braun should know that the deputy mayor position is supposed to be a fill-in for when the mayor isn’t available to sign documents or attend events, and already receives extra pay for time spent. This council has taken the position considerably beyond the normal scope, all on its own.

So now councillors not only have been validated in their behaviour, but have a perfect excuse to give themselves raises.

I’m certain Henry Braun meant well, that he didn’t foresee the effect of his report. What was needed was a blueprint for crisis management and intervention. What he delivered was more fuel for the flames.

  1. First I did not vote for the mayor. The citizens of Kamloops got the mayor and city councilors they voted for. That’s democracy.

    If you don’t like what you got,then get involved in civic politics or vote them out. Based on what I have seen from council… like omitting the mayor in a photo shoot… is as much a part of the problem as the mayor.

    This type of childish behavior from both sides must stop.

    You’re better than that.

    Regarding the report, I agree with you, it is heavily one sided. Your synopsis of the report in combination with the information you added, ( which wasn’t mentioned in the report), makes for a better reasoned, responsible and fair assessment of the issues.

    The report states “On a more positive note, and despite the issues and challenges outlined in this report, the Mayor and Council are unusually aligned when it comes to the 2023 – 2026 Strategic Plan. When it comes to what matters most, all nine members of Council agree on the ‘big picture’. I found Councillors to be highly motivated and there is good work taking place between Council and the administration.”

    If the council is so dysfunctional then how is the Strategic plan being implemented successful with all nine members being on the same page? I would suggest communication with effective leadership is to key in such an important initiative being successful.

    The 2022 survey( link below) was conducted by Forum Research Inc. between October 18 and November 8, 2022. The results supports strategic decisions on long-term planning, priority setting, budgeting, and issues management, including Council’s Strategic Plan. It was presented to council Jan 2023.

    Unfortunately the results weren’t mentioned by Mr. Braun nor included as part of his report. I would think these survey results are a report card on the performance of Kamloops City Council.

    If city council is so significantly dysfunctional, lacks leadership and working conditions are so unbearable why doesn’t city councilors resign in mass. Lead, follow, or get out of the way.

    In the report under:

    SECTION 4 – Top Challenges

    “4. Significant Staff Turnover and Stress: The Mayor’s confrontational style and public disparagement of city staff have led to a workplace environment where staff have resigned or taken stress leave.”

    I understand  CAO Trawin has been away on personal leave since March 2024 for an undetermined time.

    To my knowledge the city hasn’t made known to the public any key leadership staff leaving or left or have taken stress leave.

    Where did this information come from?

    How significant is staff turner over?

    What critical staff have resigned?

     How many?

    Making unsubstantiated statements in a serious report is callous and gaslighting at its finest.

    If the city is losing staff then how is the Strategic plan being implemented successfully?

    Mr. Braun seems to be a nice man but all he did was add fuel to the fire.

  2. If resignation are in order the best bet would be for ALL to resign. Hold an election and see who the people want to represent them. I’m certain we would have more than a few new faces around the horseshoe.

    • A byelection for mayor or one for mayor and council combined would cost the same. Maybe the mayor should tell the councillors that he will resign if they all do. I have no faith in a council that won’t even support a review of city social housing, especially since it seems that since BC Housing came to town, we’ve lost the Fortune Motel and Lilac properties and very few new spaces have opened to replace them.

        in fairness to BC Housing the entire board of directors and the CAO were fired for good reason, the new boards needs a certain benefit of the doubt

    Some observations:

    Nancy Bepple, during the presentation of the report by Mr. Braun, proceeded to solicit Mr. Braun for a mentorship. That is wildly inappropriate and a ridiculous thing to attempt during an investigation of this magnitude. It gives the severe impression of a conflict of interest.

    Mr. Braun appeared to disclose interactions with a council person and someone employed by the city, that could give the perception of a conflict.

    Mr. Braun recommend that a financial penalty, up to 75% of the Mayor’s salary, be taken at the whim of 8 bullies on council.

    Mr. Braun recommends a raise for council.

    The quiet one, Miss Middleton, calls for the Mayor to resign. Talk about giving a chance for things to get better after the report. That statement was prepared, and shows that council had/has no intent to do their part.

    The Mayor has one reasonable path forward, and that is to sue the pants off the bullies.

    Did the report take into account that the Mayor has been bullied since he stepped into the role, and the impacts of that on one’s mental health?

    What a farce.

      Maybe you will, but most see Mel as an unbiased source of opinion, standing above the sheep of local media, and willing to speak out against the wrongs happening in this town.

      12 Angry Men is a film you should have watched in high school. It will help you understand how most people fold into peer pressure and lack the courage to stand up to the crowd.

      You don’t win a Jack Webster award for being a fool. Do you think any of the media hacks in town will ever achieve similar?

        Mineer has a lifetime achievement award? Well congrats to Mr. Mineer. I thought he won only a reward for a reporting piece way back when but I guess you learn something every day.

        But Jim, the snowflake tactics such as accusations of being “triggered” aren’t necessary.

    Your “worship” former Mayor of Kamloops: As I watched the coverage on Global BC news, something looked out of place…..

    Point of Order: Did Councillor Middleton read from a printed, prepared script? If so, how did she already know the outcome of this report? How did she know she could confidently read her motion to have the Mayor resign?

      Mr. Braun’s report states all council persons are willing to support the Mayor pending attitude change. So they read out a prepared script calling for him to resign immediately after the report?

      Does that sound like “willing to support”? How much did this bogus process cost the taxpayers?

      Mr. Braun suggests the Mayor is placing financial liability on the city. Not one mention of Katie’s taxpayer funded legal fund.

      No mention of the poor performance of administrators and the Mayor’s attempt to right that.

      I am not confident that this report is unbiased.

    The 8 bullies on council often lack the character, courage and competence to lead with values, inspiration, service and collaboration. These people are one-dimensional thinkers   whose election to council is self-serving versus enterprise-serving. This is their step up the political ladder with the elevator stuck on the first floor.  In our world there are many bullies but they usually blame the victim for their leadership failures? Ten things for the mayor to work on and 13 for council. Did he name the council members or did he become bully number 9 and just went against RHJ.

  7. what an interesting editorial. You seem to imply that you have greater expertise than the man brought in to do the review. He viewed things from an outsiders point of view which is how it should have been. I have been critical of the so called gang of eight in the past but I am starting to wonder if he is just as bad as they say he is

Since city administration runs the city and previous and current councils just seem to rubber-stamp anyway, whether or not the mayor resigns likely won’t make any real difference regarding city business, except city admin and social service providers like ASK and BC Housing will never be taken to account if he goes. Yes, the mayor seems to contribute to the drama and isn’t a good listener, but I read the report and it seems a bit one-sided. No mention of Fartgate and other unfounded allegations against the mayor. No mention of CAO Trawin refusing to investigate leaks. No mention of shutting the mayor out of improperly advertised and held closed meetings. And what about calling admin to task over bad decisions like the Northbridge property that’s cost taxpayers $6+ million so far, or the CSO arbitration failure? I would like to see the entire council and city hall’s top administrators resign and start with a clean slate inside and out. None at city hall have conducted themselves very well imo.
