ROTHENBURGER: City Hall needs to plug the leaks of confidential info, quickly

AN IMPORTANT ASPECT of the war between Kamloops City council and the mayor is quietly being ignored by all parties, including the media.

If the facts ever come out about who ‘s leaking confidential information from City Hall, somebody’s going to be out of a job.

And let’s be clear — the stuff that’s being leaked isn’t exactly the Pentagon Papers or Edward Snowden, or anything approaching whistle blower status. It’s about internal communications and personnel matters that are supposed to be confidential.

It began in March when an email from the mayor to council and, apparently, a limited number of staff, informed them that he was making changes to committees.

Those changes would have soon come before council in a public meeting but somebody couldn’t wait. Somebody who decided to copy the email to the media.

Then there was the investigation ordered by council into the mayor’s interactions with four members of staff. That is a strict personnel matter — such matters are deemed confidential by law as well as by council policy, but emails were leaked to Radio NL.

Ironically, there were even confidentiality issues around the development of a new City policy on confidentiality.

Most recently, the report from a Vancouver firm hired to investigate allegations about the mayor’s treatment of staff members was obtained by Kamloops This Week.

That was followed quickly by a statement distributed via MailChimp — a marketing and email distribution company, not the City’s website — affirming City council’s support for staff and bragging about what the council has allegedly accomplished.

What’s remarkable, though, is the degree to which some councillors have reacted publicly, in media interviews, to the media’s reporting on the contents of leaked documents. Those comments have been guarded, but confidentiality requires that you don’t comment at all. Nothing. Not a word.

The seriousness of the leaks themselves can’t be over-stated. The situation deserves major attention. A leaky ship can’t stay afloat forever.

    Leaking confidential information is a crime. Local media repeating such leaks are abetting a crime, imo. They are almost as much to blame. The leaker wouldn’t be repeatedly leaking without media willing to publish the leaks.

      It’s hard to imagine the recipient media outlet(s) didn’t have an understanding that what information being given to them had a probability of being confidential. Disclosing it to the public served only to smear an individual and they knew it.
      Shame on the sieves and shame on the media who served as their agents.

    We asked this question at Kamloops Dialogue Nexus six weeks ago. Why is it that an accusation that the Mayor said insulting words to 4 senior managers gets an external investigation but the actual crime of leaking private report of the investigation is ignored by City Hall? Trawin is compromised, he’s the lead complainant in the investigation of the mayor but he’s also in charge of the criminal leaking. This is starting to sound eerily similar to the TNRD scandal, I’m starting to think we need the provincial gov’t to step in and investigate the leak bc I for one have lost all confidence in City Hall.

    Breaching confidentiality is a major issue thank you for your comments on this. But just a thought- what role does the media have to play, ethically in all this as they encourage and hound and in some cases pay people to breach confidentiality to get their scoop of the day.

  5. When they don’t like you at City Hall they will do all they can to hurt you.
    I have received that exact treatment because at one point I was asking too many questions and reporting too many issues. Issues were mostly in regards to complete lack of bylaws compliance from a developer and contractors working in an area not far from my residence. They are wicked down there and Trawin knows that.
