CITY – Qu’Appelle Boulevard extension project moving ahead in Juniper West

The City is moving ahead with the Qu’Appelle Boulevard extension project, designed to enhance emergency preparedness and improve transportation connections for Juniper Ridge and Rose Hill residents.
The Qu’Appelle Boulevard Extension bylaw authorizes a development works agreement to fund the portion of the roadway extension through undeveloped lands owned by Juniper West Developments Ltd.
A City news release says the work will initially be funded through short-term borrowing and development cost charges, with applicable costs recovered from the landowner.
The project is a response to lessons learned during the 2021 interface fire, when Juniper Ridge residents experienced a frightening evacuation thought the clogged single access route.
Once complete, the 1.1-kilometre extension will connect the west end of Qu’Appelle Boulevard and Rose Hill Road. The new corridor will include two paved travel lanes, a multi-use pathway for pedestrians and cyclists, third-party utilities, stormwater infrastructure and new street lighting.
Road alignment, including vegetation clearing, has begun in order to avoid the regional active bird-nesting window. Major earthworks will occur throughout 2026, with completion expected in 2027.
Following the completion of this project, the City plans to upgrade Rose Hill Road.
That’s all that we’ve been able to accomplish in 4 & 1/2 years, that’s it? Moreover, we have to foot the bill because the developer refuses to pay for an emergency exit after 50 yrs of building in Juniper? All awhile council having no problem forcing $550million in city spending for a PAC, Multiplex and Police station down the taxpayers throat. And tell me developers don’t run this city.
